Why doesn't 5G use the 4.0 to 4.2 instead of moving everything else all over the place?

A couple reasons, one is 5G going to use part of the military band which is located towards the bottom end I believe 3.5Ghz. Plus we can expand C Band to 4.5GHz if needed or even 4.8GHz which they are doing in Brazil.
